I figured I would place this here.

From what I can tell we are December 5th, 2010 a Friday. and its evening. I don't want to do the exact time stamp but we can put this down as a December 5th, 2010. Evening or late evening just to show that there is a passage of time.

The winter of 2010 was a really bad one, where there was record snowfall.people becoming iced in their homes. Power outagles etc.

I agree, thinking it will help with continuity. The hour isn't as important as a general time frame.

I believe that power would likely go on for a while. There's a plant on my way to work that's completely automated and may have a couple of maintenance people, so I could see power continuing for quite a while.
Having the weather be severe would slow down the action because movement would be difficult.
